The following shall apply:

All designs shall comply with:
1. The City Plan, with emphasis on the City Plan Performance Standards.
2. The conditions of Resource Consent for the development works.
3. Any additional requirements required by Council in order to meet the specific needs of a design outcome e.g. aligning with existing infrastructure, performance or environmental factors that are a result of outcomes produced by decisions, methods or standards from the past.
Designers shall use the design standards and processes specified within the IDC as the minimum standard to achieve their design outcomes.
The IDC design standards and processes shall be used for all works that relate to:
1. Provision of new or altered landforms.
2. Provision of new infrastructure:
  1. That is intended for Council or private ownership.
  2. That is designed for Council or by Council itself.
3. Maintenance or renewal of existing infrastructure.
4. Any other type of infrastructure development that will connect to Councils infrastructure network.
The IDC design standards and processes shall be used in conjunction with:
1. All other sections of the IDC.
2. Documents, texts etc. as referenced within the IDC e.g. associated standards, statutes, bylaws, reference documents.
Designers shall follow the requirements of DS-1.3 Alternative Design, where:
1. They wish to propose a design outcome or method that differs from the IDC e.g. innovation.
2. The design outcomes for the project are not supported by or mentioned within the IDC.
Designers shall ensure that the latest operative version of the IDC is used.
Where designers find any error in the design standards or wish to have a new design standards component added to the IDC, they shall advise:
1. A Council Development Engineer.
2. Councils Infrastructure Engineer.
3. Via use of the IDC Change Request Online Form located on the IDC website.
