This section sets out the requirements for the design of a reserve whether as part of a subdivision development or as part of Councils annual work programme.

Reserves, parks and open spaces are important elements of a neighbourhood. They provide opportunities for recreation and social contact and their spaciousness can contrast with the built environment of urban areas. They provide public access and recreation value to harbours, rivers and other important natural and cultural features and opportunities.
