DS-4 - Appendix C.1 Application for a Street Name
Naming a street requires time for assessment and approval to ensure that appropriate street names are selected prior to:
- Addresses being formalised.
- Street name blades being installed.
- Updates to Councils information systems (that store important information related to each property).
DS-4 - Appendix C.2 Minimum Requirements
All street naming applications shall comply with Councils Lead Policy Naming of Streets, Reserves and Council Facilities. (Link to: http://econtent.tauranga.govt.nz/data/documents/policies/naming_streets_reserves_council_facilities_nov2009.pdf )
This Policy aims to:
- Provide a consistent approach to naming streets, reserves and community facilities.
- Ensure the identity of the city is recognised and maintained when naming public spaces.
- Recognising the significance of Maori to the local area.
DS-4 - Appendix C.3 Street Naming Application
Application for street naming shall be provided to Council as part of the Development Works Approval process. Three (3) suggested names shall be provided per street to be named, accompanied by a clear indication of the proposed streets the names relate to. Clear reasoning shall be provided to explain why each naming option has been suggested.
Confirming street names as early as possible reduces the potential for hold ups at the time of s223 / s224. It provides for a more efficient transition from a parent lot to subdivided lots. It allows Council more time to complete everything it needs to do, so information relating to the individual properties is ready for public enquiries (generally related to property purchase), building consent or water meter installation at the earliest possible stage.
Council will give preference to names that reflect:
- The identity of Tauranga.
- The historical significance of the area.
- Maori cultural significance.
- People important in the history of the area, once they are deceased.
- Events, people and places of international significance to Tauranga.
DS-4 - Appendix C.4 Street Name Assessment
The street naming application will be forwarded by Councils Development Engineer to Councils Land and Rating Information Officer. In order to ensure that streets are easily identifiable for purposes such as emergency services, the Land and Rating Information Officer will assess the proposed street names to ensure they also meet the following criteria:
- Not be duplicated in Tauranga City or the Western Bay of Plenty District.
- Preferably short, single words.
- Easy to spell.
- Easy to pronounce.
- Do not sound similar to an existing street name.
DS-4 - Appendix C.5 Unsuccessful Assessment
Where it is assessed that a street name:
- Is not appropriate e.g. already in use, does not meet Councils policy; or
- Is appropriate for recommendation to Councils Chief Financial Officer for approval but this recommendation is not approved;
the applicant will be contacted by the Land and Rating Information Officer to request further evidence or alternative naming options for further assessment. If this secondary assessment is unsuccessful, the applicant will be contacted by the Land and Rating Information Officer to discuss options moving forward.
The applicant is encouraged to meet with Council at an early stage to work together on options moving forward.
DS-4 - Appendix C.6 Successful Assessment
Where it is assessed that a street name is appropriate for approval, it shall be recommended for adoption by the Land and Rating Information Officer to the Chief Financial Officer.
Where approval is made prior to the conclusion of the Development Works Approval process, formal acceptance of the street name/s will be sent as part of the formal confirmation of Development Works Approval.
If the approval takes longer than the Development Works Approval process, the Land and Rating Information Officer will send formal acceptance of the street name/s to the applicant with a copy to Councils Development Engineer for their records.
Although a formal information requirement for Development Works Approval considerations to commence, Development Works Approval will not be held up if street name approvals cannot be made in time. It is however in the applicant’s best interests to ensure street naming approvals are concluded well before the time of s223 / s224 to avoid hold ups with information storage that potential purchasers like to peruse from Councils databases. It also ensures that these potential purchasers have an address to identify the property with. It also assists contractors, builders and the like to identify and locate the property and request relevant information about the property for Building Consent and service connection works.
DS-4 - Appendix C.7 Naming of Private Streets / Changing Existing Street Names
Councils Land and Rating Information Officer shall be contacted for advice.
DS-4 - Appendix C.8 Costs of Street Signage
The Consent Holder's Representative shall be responsible for all costs associated with approval, construction and erection of street name signs.
DS-4 - Appendix C.9 Erection of Street Signs
All street sign installation shall be in accordance with the Manual of Traffic Signs and Markings (MOTSAM) standards.
DS-4 - Appendix C.10 Street Sign Standards
Where not covered below, standards for street name blades provided by the New Zealand Transport Agency (NZTA) shall apply:
- Street Name Blades:
- Blades: 200mm depth.
- Font: Transport medium Upper and lower case with no compression.
- Height: 117mm Caps using upper and lower case.
- Text: VIP (WOA).
- Background: Blue Electronic Cuttable Film.
- Border: None.
- Materials: 2.5mm Aluminium.
- Shape: Rectangle.
- Arrowhead: Chevron pointing in direction of street as practical.
- Mounting: Attach to existing utility pole if practical. Sign must not protrude over the kerb or edge of seal. Minimum height to underside of lowest sign shall be 3.0m. Use white steel round section with a 300mm³ minimum concrete base and rod to prevent twisting.
- Fixing: Must accommodate abnormal loads from vandalism.
- Location: Refer NZTA Roads and Traffic Standards (Guidelines for Street Name Signs) for locations. Some sites will have specific requirements i.e. line of sight, intersection geometry.
- Intersection: Small urban roundabouts and channelled intersections shall have Street Names in the IDS locations (in place of Chevron Boards) with 150mm text no compression therefore the blade size increases and a white rounded border and arrowhead.
- Supplementary Street Name Blades:
A separate supplementary sign similar to specifications to Street Name Blades shall be attached below the Street Name Blade. These signs include No exit, Street numbers, Private etc.
- Blade: 150mm depth.
- Height: 80mm Caps using upper and lower case.
For situations not covered by the above, the Consent Holder's Representative shall consult Council for guidance and approval.
