The primary goals of public lighting (at night or at times of moderate natural light) are to:
- Provide an environment that is conducive to the safe and comfortable movement of:
- Pedestrians.
- Cyclists and non-vehicular traffic.
- Vehicular Traffic.
- Discourage illegal acts or behaviour.
This is generally achieved by the installation of streetlights, cark park lighting, walkway and reserve lighting. Other aesthetic lighting systems such as up-lights are occasionally used to highlight public structures and/or signage.
The design of public lighting shall ensure that the public lighting network effective and aesthetically pleasing, of good quality, easy to maintain and cost effective.
