The primary goals of public lighting (at night or at times of moderate natural light) are to:

  1. Provide an environment that is conducive to the safe and comfortable movement of:
    1. Pedestrians. 
    2. Cyclists and non-vehicular traffic.
    3. Vehicular Traffic. 
  2. Discourage illegal acts or behaviour.

This is generally achieved by the installation of streetlights, cark park lighting, walkway and reserve lighting. Other aesthetic lighting systems such as up-lights are occasionally used to highlight public structures and/or signage.

The design of public lighting shall ensure that the public lighting network effective and aesthetically pleasing, of good quality, easy to maintain and cost effective.
