The types of Council levels of service that impact on the IDC are often thought of as minimum levels of service and in many cases they are. Council will prescribe minimum road widths, minimum protection from stormwater, minimum lux levels for streetlighting and so on. However, Council may also set maximum levels of service that developers will need to adhere to. One example is the decision by Council to set minimum and maximum limits around new street gardens. Not only is there a minimum quantity of street gardens in a new subdivision, but there is also a maximum quantity as well. There are also other limiting constraints such as only allowing street gardens to be located adjacent to arterial or collector roads.
