Infrastructure Development Code

IT-1.2 Minimum Requirements


  1. As a minimum, Council will undertake formal inspections/tests as referenced within this section of the IDC.
  2. In some cases additional inspections/tests may be required. These additional inspections/tests will be outlined in the Development Works Approval or requested when unforeseen circumstances arise or to resolve a difference of opinion. These additional inspections/tests will be advised by Council where required.
  3. Council will not attend any formal inspections/tests where the work to be inspected/tested has not been pre-inspected/tested and confirmation provided to Council that the inspection/test is ready for formal inspection/test. Where work to be inspected/tested is not ready for inspection/testing or the equipment required for the inspection/testing is not on site then Council staff will leave the site and only return when the work is ready for inspection/testing. 
  4. Where Council arrives for a formal inspection/test and that inspection/test is deemed "not ready" to be undertaken, Council reserves the right to cancel the inspection/test and require it to be re-scheduled. 
  5. Council will charge associated costs to the Consent Holder for any inspection/test attended that is deemed not ready and for any re-testing/re-inspection where inspections/tests have previously been failed.
  6. The requirements for application for re-inspection/re-tests are the same as for the requirements for the initial inspection/test.

Where the Consent Holder's Representative fails to comply with these provisions, Council may not:

  1. Accept the assets for vesting.
  2. Allow the new infrastructure to be connected to the existing network.
  3. Issue the s224 for the subdivision.
  4. Issue building consents or code compliance certificates for any buildings proposing to connect to the infrastructure.
